[Deprecated starting 10.1 RC1] Activate Notifications Application

Steps to reproduce
- Go to the instance's folder and edit the webapps\xwiki\WEB-INF\xwiki.properties file
- Search for notifications.watchedEntities.enabled
- Change the false value to true (if the case)
- Make sure the line is not commented out (doesn't have an # at the start of the line)
- Save
- Start XWiki
Expected results
The XWiki instance starts with the Notifications feature activated.
