[Deprecated starting 10.9] Default Attachment Size Limit of 32MB

Steps to reproduce
- Create a page and try to attach a file that is larger than 32MB.
Expected results
By default, the user should get the following notice: "The file name_of_file is too large. Please choose files under 32.0 Mb".
