Display Right Panel Column

Steps to reproduce
- Go to "Administer Wiki"
- Go to Look & Feel > Panels
- Set the "Panels displayed on the right" (from Default "Help.TipsPanel.WebHome,Panels.MyRecentModifications,Help.SupportPanel.WebHome") to "Panels.Applications"
- Click Save
- Refresh the page
Expected results
The panels from the right side are changed.
