[AUTOMATED] Create a New Template Provider using Restrictions

Steps to reproduce
- Go to Administer Wiki
- Click on Content > Page Templates
- Give a title to the new template provider
- Click on the Create button
- Complete the Template Name, Description
- Choose an Icon
- Choose a location where the template must be available (eg. Sandbox)
- Choose a Template to use e.g. Sandbox.TestPage1
- Choose a creation restriction (eg. Help)
- Click on Save & View
- Go to the location where the template was made available
- Click on "+ Create"
- Write any name
- Select the newly created template
- Click on Create then Save & View
Expected results
- An icon picker appears when selecting the icon field
- A location picker appears for both creation and the visibility restrictions (When clicking on the "+" icon a popup appears with the page tree from where one or multiple locations can be selected)
- The template is created successfully
- The template can be found under "Type" only in the selected location (in this case Sandbox)
- The new page is automatically created in the restricted location (in this case under Help)
