[Deprecated since XWiki 16.8.0 RC1] Enable and Disable Message Stream

Steps to reproduce
- Go to "Administer Wiki"
- Click on Social > "Message Stream"
- Change the "Enable the message stream" drop-down to 'Yes'
- Click 'Save'
- Go to your profile or/and dashboard and observe the 'Send Message' section
- Go back and change the "Enable the message stream" drop-down to 'No'
- Click Save
Expected results
The message stream from the user profile and Dashboard is first enabled, then disabled.
