[AUTOMATED] Disable Version Summaries

Steps to reproduce
- Edit any page without Realtime Editor (e.g. edit the page in WYSIWYG or in-place mode and go to Source)
- Observe the field at the bottom of the page - "Add summary..."
- Go to "Administer Wiki"
- Click on Editing > "Edit Mode"
- Change the "Enable Version Summaries" to No
- Click 'Save'
- Edit the page again
Expected results
The input field with the version summary isn't visible.
