Make Version Summaries Mandatory

Steps to reproduce
- Go to "Administer Wiki"
- Click on Editing > "Edit Mode"
- On Versioning Section, change "Enable Version Summaries" to Yes
- Change the "Make Version Summaries Mandatory" to Yes
- Click Save
- Create a new page
- Click "Save & View" or "Done" (if Realtime is active)
Expected results
The user is not allowed to save the page, a message box appears asking to "Enter a brief description of your changes".
