[AUTOMATED] Show Page Comments Tab (No)

Steps to reproduce
- Go to "Administer Wiki"
- Click on Look & Feel > "Presentation"
- Set the "Show page comments" to No
- Click Save
Expected results
The Comments tab isn't visible at the bottom of the pages.
