Create Color Theme

Steps to reproduce
- Go to "Administer Wiki"
- Click on Look & Feel > Themes
- Click on "Manage Color Themes"
- Write a name for a new theme and click on "Create new Theme"
Expected results
The user is redirected to a blank theme page.
