Deny Comment Rights For An User

Steps to reproduce
- Login as Admin
- Create a page (e.g. http://localhost:8080/xwiki/bin/view/a)
- Go to More Actions > Administer Page > Users & Rights > Rights: Page
- Select the Users radio button
- Deny the Comment right for an user (e.g. U1)
- Login with U1
Expected results
The user (U1) is not allowed to comment on that page.
