[[Page]] link creates sibling "Page.WebHome" when clicked from terminal document

Steps to reproduce
- Create a new terminal page “a”
- Edit page a in WYSIWYG and write in Source:
[[label>>b]] - Click on "label"
Expected results
After clicking on "label" the user is able to create nested page b.WebHome, as a sibling of page a, since page a is a terminal document and cannot have child pages.
