Create Link To Image Attachment

Steps to reproduce
- Click on WYSIWYG from a WebHome and a Terminal Page that have images attached
- Click on "Image > Attached Image..."
- Click on the image
- Click Select
- Click "Insert image"
Expected results
The image is displayed in view/edit mode.
