[AUTOMATED] Panel Wizard Change Order Of The Panels

Steps to reproduce

Go to "Administer Wiki"
Click on Look & Feel > Panels
Change the order of any panel (eg. hold left click on Applications and move it below Navigation in the left side panel)
Click on Save
Go to another page (like Home page)

Changes are saved.
