Panel Wizard Change Order Of The Panels

Steps to reproduce
- Go to "Administer Wiki"
- Click on Look & Feel > Panels
- Change the order of any panel (eg. hold left click on Applications and move it below Navigation in the left side panel)
- Click on Save
