[AUTOMATED] Navigation Panel configuration Exclusions

Steps to reproduce
Preconditions: An application (e.g. App1) is already created with AppWithinMinutes
- Login as Admin
- Go to Administer Wiki > Look & Feel > Navigation Panel
- Untick the checkbox from Excluded pages - 'Top Level Extension Pages'
- Click on 'Save'
- Refresh the page
- Observe the Navigation Panel
- Drag and drop a top level extension page (e.g. Help) from 'Navigation' to Excluded Pages
- Click on 'Save'
- Refresh the page
- [Since XWiki 11.2RC1] Untick the checkbox from Excluded pages - 'Top Level Application Pages'
- Repeat Steps 4-9, but this time drag and drop a top level application page (e.g. App1) from 'Navigation' to Excluded Pages
Expected results
All top level extension pages (that are not meant to be modified) are displayed and can be accessed (including children pages).
[Since XWiki 11.2RC1] Also, all top level application pages are displayed as well. When the page is added back to Excluded Pages, it's not showing anymore on Navigation Panel.
