Enable and disable user account [Since XWiki 11.6 RC1]

Steps to reproduce
- Login as Admin
- Create an user (e.g. U1)
- Go to user's profile page
- Click 'Disable this account'
- Login with U1
- Click on applications (from 'Applications' Panel: Dashboard, Help, Sandbox, etc)
- Click on Drawer > Page Index, User Index, Application Index
- Login as Admin
- Click 'Enable this account'
- Login with U1
- Click on applications (from 'Applications' Panel: Dashboard, Help, Sandbox, etc)
- Click on Drawer > Page Index, User Index, Application Index
Expected results
When user's account is Disabled, no page can be accessed. A Notice is displayed: 'Your account has been disabled. Please contact the administrator if you think this is a mistake.'
When user's account is Enabled, all respective pages can be accessed (and edited, according to the user's rights).
