Login on Main Wiki with Local User From Subwiki

Steps to reproduce
Preconditions: A subwiki with a local user is already created.
- Go to the Main Wiki
- Click Log-In
- Fill in the username and the password of the local user from the existing subwiki
- Click Log-In
Expected results
The user is not allowed to login.
