Add a favicon for the wiki

Steps to reproduce
- Go to "Administer Wiki" > "Look and Feel" > "Themes"
- Click on the "Customize" button under Skin
- Click on "Attachments" and attach a favicon with the following name:
- icons.xwiki.favicon.svg (this should be recognized by all supported browsers) or upload the one attached on this page
- Refresh the page (or if the case, clear your browser's image cache)
Expected results
When inspecting the source code of the homepage (e.g. from right click > "View page source") should be seen the link to the svg as here:
<link rel="icon" href="/xwiki/bin/skin/XWiki/DefaultSkin/icons.xwiki.favicon.svg" type="image/svg+xml" />
and the default icon from the browser tab is changed with the one that was attached to the skin page.
